Powershell CTP2 was release to the public this past weekend. It can be located here.
The blog also has a link to the "WinRM" download. You will need this if you wish to test/eval the remoting capabilities in powershell. Remember as Jeffery has said over and over this is just a "Preview" of the technology and by no means should be used in a production environment.
Despite all of the warnings and unfinished works the Powershell team encourages installation on a non-production machine and provide feedback on the new cmdlets and newly added features.
